The approval came at a High-Powered Purchase Committee meeting. Chief Minister Nayab Singh Saini chaired it. Higher Education Minister Mahipal Dhanda was present.
The SIM card runs the tablet. Without a working SIM, a tablet cannot open online study material. That is where the e-Adhigam rollout broke down.
What is the e-Adhigam scheme?
Manohar Lal Khattar launched e-Adhigam on May 5, 2022, in Rohtak. Haryana handed out nearly 3 lakh tablets that day to Class 10 and 12 students. The plan was to cover 5 lakh students.
The e-Adhigam full name is Advance Digital Haryana Initiative of Government with Adaptive Modules. Each SIM was meant to carry 2 GB of free data a day.
Why did the earlier SIM rollout fail?
Then the SIMs stopped coming. By January, 3,495 government school students in Karnal were still waiting for SIM cards, most in Class 11. Their tablets sat locked in almirahs.
The gap grew wider. About 8,000 students in Kaithal and 7,000 in Karnal later had no working tablet. The cause each time was the same missing SIM.
By 2025 the problem had spread past new students. Tablets already given to Class 11 and 12 students and teachers faced network failures. The Tribune reported that e-Adhigam had hit a roadblock.
The Secondary Education Department then sought a full status report. District Education Officers had to upload the state of every tablet to the MIS portal by December 2, 2025.

So the September 7 approval buys the hardware again. Whether the SIMs reach students is the question three years have not answered.
The meeting cleared more than SIMs. It approved 59 advanced life support ambulances for Haryana. It also cleared 220-volt tubular lead-acid batteries for the Haryana Vidyut Prasaran Nigam.
